There are a number of positions that require ratification or filling.  I propose that we take care of this in one fell swoop, so to speak.  I have put them in an order for a reason - once #2 is decided, #5 will be necessary.

POSITIONS THAT NEED TO BE FILLED

#1: Deputy Chair.  Steve Peterson has been stepping in admirably for this role and I propose it be ratified that he keep the position officially as long as the term requires.  This is a yes/no vote, though if there are new developments in volunteers for the position we should hear from them.  I do not believe this should be involved in the fleet-wide vote, and should be voted on by the Main Council by X+3 days.

#2: New Commanding Officer for the GATEWAY station.  We recently received the sad news that Sarah will be leaving the capacity, and it needs to be filled.  I've heard her recommendation for Joy to fill in and I agree with it, but we need to receive applications from any other ExOs (that is currently Melissa, Peter and Erik) who are interested so that we can make a fair and informed decision.  I propose that we collect applicants by X+4 days (as all four valid applicants are currently on this mailing string), review those applications and make our recommendations to GATEWAY as a unit, and that the unit (as individuals) have the opportunity to vote alongside the DISCOVERY, PROPHECY and PATRIOT representatives.  This allows for the council to have a say, but for the GATEWAY unit to have the majority of the decision-making ability.  This vote should be submitted to the chair no more than one week after applicants have been submitted for perusal.

#3: New Deputy Chief of Communications.  I am officially resigning from this position, and I know Justin would like some more help.  I propose we gather prospective applicants, submitting them to the chair on the day the new commanding officer of the GATEWAY is announced, and vote on it by one week after that.

#4: New head of FRPG Newsletter (taken from a proposal by Joy Phillips). I have mentioned this a couple of times, the reopening of the fleetwide newsletter. This newsletter used to consist of the following information from all of the ships: - promotions, transfers, leavers, awards and ranks awarded. Open positions, joiners. This gave people the ability to see what was going on elsewhere… very helpful. The newsletter also had a small part about the missions each ship was involved in. I propose we reopen this newsletter. The above information needs to be in it with maybe a few extra fun bits… quizzes and such? I think we need one person to look after the overall newsletter with one person from each ship making sure this person has all the info for their ship.. The CO or XO should send this to Peter anyway so it shouldn't be any extra work. Hopefully this shouldn't take us long, lets agree on what to do and then open up for one person to start the newsletter if we get one volunteer from each ship lets pick one to run it and get the rest to co-run it? Or else maybe someone on the ACTC who should already have the information could get involved.

#5: New Executive Officer.  Whichever Executive Officer is chosen for the GATEWAY's new commanding officer must be replaced.  That unit should have a say much as in #2, with each individual on the unit receiving a vote, as well as the representatives for the other three units having a vote as well.  Applications should be collected and submitted to the Chair one week after the Commanding Officer is announced, and voted on a week after that.

#6: New DISCOVERY Representative.  This is a small one, only affecting the DISCOVERY unit.  I am officially, as of this e-mail being submitted to the Main Council, resigning from my position as DISCOVERY representative; it has been made clear to me that I do not represent the popular interests of the unit, and I don't want to continue not representing them effectively or appropriately.  I know they'll find someone appropriate soon and that Justin will fill in well until they do so.  I propose that applicants be taken immediately, the vote beginning X+7 days, and ending as soon as everyone on the unit has given their vote or abstention - maximum one week.

#7 and 8: Rules Overhaul Committee members.  Both the Executive Officer and Fleet positions are open, and need to be filled immediately.  Applications should be submitted to the chair on the day the Executive Officer has been voted on, and voted on a week after that.

TIMELINE

Note: This is assuming that this resolution is pushed into Council on the 24th of October, which I highly recommend.  If this isn't the case, Melissa, please change the dates accordingly.

Mon, Oct. 24: Resolution is submitted.  Representatives poll their crews for volunteers for positions deputy Chief of Communications and Rules Overhaul Committee reps (ExO and fleet positions).  Interested parties (that's you, Peter, Erik, Joy and Melissa!) submit applications for CO of the GATEWAY.  Justin, you submit to the DISCOVERY a call for volunteers for #6.

Thurs, Oct. 27: Votes on deputy Chair are due - aye/nay from representatives only.

Fri, Oct. 28: Applicants for CO of GATEWAY are announced; discussion begins.  If there is only one applicant, all further dates are one week later than they need to be.  If there are two or more applicants, proceed as normal.  Applicants for DISCOVERY rep are submitted to the Chair and voting begins within the DISCOVERY unit.

Fri, Nov. 4: Votes for CO of GATEWAY are due - representative votes plus individuals from GATEWAY STATION.  Votes for DISCOVERY rep are also due - individuals from the DISCOVERY only.

Sat, Nov. 5: Applicants for new deputy Chief of Communications and head of FRPG newsletter are submitted to the Chair.  Applicants for new ExO begin being gathered.

Friday, Nov. 11: Votes for dCoC and FRPG newsletter are due - fleetwide votes.  Applicants for new ExO are submitted to the Chair.

Friday, Nov. 18: Votes for new ExO are due - representative votes plus individuals from the affected unit.  Applicants for new Rules reps are submitted to the Chair.

Fri, Nov. 25: Votes for Rules reps are due.
