Looking between ships, there are often broad differences in what COs consider promotion-worthy contributions; there is an equally noticeable difference in the posting rates officers are expected to maintain.  It is because of the vague, un-enforced rules about these two subjects that we on the Rules Overhaul Committee have drawn this proposal towards the creation of a standard meant to unify the fleet.

PROMOTIONS

In the interest of level-headed promotions, a minimum six-month evaluation period will be enforced between promotions.  As such the minimum time spent in the FRPG before attaining the rank of Commander will be two full years.  After this evaluation period, players will be graded using a template loosely based on the ACT grading form; a minimum score of 5/10 must be achieved in order to be considered for promotion.  A Commanding Officer may place their limits higher than this, but not lower.

Grading Template:

Quantity of Posts - on a scale of 0-3
0) 2 posts per month (meets the minimum requirement)
1) 4 posts per month
2) 6 posts per month
3) more than 6 posts per month

Grammar - on a scale of 0-2
0) Mostly acceptable grammar and spelling
1) Consistently good grammar and spelling
2) It's like reading a book!

Contribution to Missions - on a scale of 0-2
0) Follows the story in posts
1) Contributes at an acceptable level
2) Exceeds expectations

Player Involvement - on a scale of 0-3
0) Rarely involves other player characters in posts
1) Sometimes involves other player characters in posts
2) Frequently involves other player characters in posts
3) Always involves other player characters in posts

Notes:
- a Joint Post is to be counted as a post from each player
- a Joint Post is to be counted as a character-interactive post from each player provided that character interaction goes on in the post itself

POSTING RATE

A survey of the 2004 unit archives produced the following statistics: Out of 37 characters in the game at the time of the survey...

Characters conforming to the 1/week current posting stipulation: 7 (18.9%)
Characters that would be conforming to a 4/month posting rate: 8 (21.6%)
Characters that would be conforming to a 3/month posting rate: 17 (45.9%)
Characters that would be conforming to a 2/month posting rate: 31 (83.7%)

Furthermore, out of the 9 players with secondary characters...

Number of players that would fulfill 4/month for all their chars: 1 (11.1%)
Number of players that would fulfill 3/month for all their chars: 2 (22.2%)
Number of players that would fulfill 2/month for all their chars: 7 (77.8%)

Since this indicates that the majority of players are able to fulfil a 2/month posting rate and unable to meet the current 1/week, it seems preferable to change the standard rather than try to enforce the outdated one.  Not only would the majority of players be accommodated, but there would be less pressure on COs and ExOs to chase after their unit to post. Thus: ALL ACTIVE PLAYERS IN THE FRPG MUST POST AT LEAST TWICE A MONTH. If they are unable to do so, they should contact their CO or send an NRPG explaining their reasons. Every effort will be made to accommodate players who have RL issues.

Players with additional responsibilities to their unit outside of posting, namely: i) the unit's Webmaster, responsible for satellite site maintenance, and ii) the player responsible for that unit's administrative duties such as the Ship's Books (usually the CO or ExO), are are omitted from the 2/month minimum rate -but- must post at least once a month in order to remain active players. In the case of the CO/ExO posting once per month, the other command officer must keep up a 2/month minimum.

ENDNOTE

It is expected that a resolution of this magnitude will draw a lot of scrutiny and criticism as well.  However we ask everyone to keep in mind that the whole reason the ROC exists is to offer solutions to the current ruleset's many problems.  We are not out to point fingers, nor do we wish to; this resolution and all that will follow are constructive attempts to better the game, and a like mindset would be appreciated.  Thank you.
