Resolution 0509: Promotion of Joy Phillips

RES 0509 -- Promotion of Joy Phillips

This RES is asking that Joy Phillips, currently Lt. Commander, be promoted to full Commander on the GATEWAY STATION.  In the time since her last promotion, she's been a tremendous leader on the station, whether its running missions, assisting others with their posts/ideas, or simply leading by example for everyone.  This promotion is simply, in my eyes, a long over due recognition of all the hard work she's put in.
