Resolution 0504: Rules Overhaul Committee

Upon passage of this RES a Rules Committee will be formed to go through all the rules /regulations on the FRPG web site. The job of said Committee will be to find a way to keep the spirit of the rules, while weeding out any useless/duplicate information.  Their goal is to streamline the regulations of FRPG while still ensuring fairness for all.

Three months after the passage of this RES they are to report back to the Chair with the proposed new rules.  The Chair then will put the proposed new rules into the queue and allow the MC to vote on them as she/he sees appropriate.

The Rules Committee will be made up of the following persons:

1 CO (to be determined by the MC)
1 Executive Officer (to be determined by the ExOC)
1 Admin Officer (to be determined by the MC)
1 2nd Officer (to be determined by the ExOC)
1 Crew member not in command (to be determined by MC)

(These can be determined by simple discussion and do not have to go through a RES)

Each member of the Rules Committee shall have their primary character on a different ship.  For example, the ExO and CO can not be from the same ship as their primary characters serve together.  But if the ExO has a secondary character on the 2nd officer's ship, then that will be allowed.  It is preferred that nobody on the Rules Committee serve together, in any fashion, on any ship currently but the RES recognizes this might not be possible.

The Rules Committee's focus should be on rules that affect all current players.  As such, they do not need to focus on ACT Rules. They are however free to make suggestions to ACT but the ACTC has the same right as the MC to review the suggestions to decide on implementation.

PROS:  The rules /bureaucracy of FRPG are overwhelming.  We have so many rules that often we don't know all the rules.  Yet to ask one person to revamp the rules places too much of a burden on that person and also calls into question their impartiality.  By having people from different ships and different levels in the game, it can help balance things out.

CONS:  This is a mamouth task, even for a Committee.  And there is some irony in setting up a bureaucratic Committee to remove some bureacracy.  And 3 months might not be enough time.

However, a committee has a better shot of completing this than an individual.  And yes, there is irony, not much I can do about that. True, 3 months might not be long enough but any longer and then people forget what they're supposed to do.  But this is ultimately a start to helping ease some problems we all have with FRPG.

RESULTS:

This resolution was passed with a majority vote, and the following players elected members of the Rules Overhaul Committee:
