Resolution 0214: Proposal for the Reactivation of the FRPG Newsletter

It is proposed that the FRPG Newsletter be reactivated, albeit in a slightly different format. This proposal does *not* aim at the Special Council Edition used to announce resolutions, only the *general* newsletter which ceased publication in July 2001.
The newsletter was popular because it told players what was happening in other corners of the FRPG. It died, as far as I'm aware, mainly because there weren't enough submissions. I therefore propose that the new newsletter should be comprised of the following components:

* list of open positions throughout the fleet (as decided on in Res0105)
* list of transfers, promotions etc., as applicable
* current state of ACT classes
* mission logs (excluding NRPG comments)

Reasoning:
The mission logs are written on a regular basis anyway but are available only to a select few (some never even make it to the full council). Using them would eliminate the need for dedicated reporters from each ship and would still inform those who are interested of current events throughout the game. Since there are now seven active units and each of those units is requested to file a log roughly every two months, there should be enough material to publish a newsletter about every second or third week. Each issue should include no more than three logs at a time (depending on relative length of logs) in order not to make it too long (or to run out of material for the next one ;-)). Other information (open positions, transfers) should be included whenever applicable, for example when players leave and their positions become newly available.

I would also like to see the inclusion of very basic ACT information, not much more than start/end dates of classes and number of cadets in each class just so everyone remains informed of when new graduates may be expected to join the fleet (may ease mission scheduling at times).

This proposal is not intended to rival FedCom or take away from its (sadly few) reporters. FedCom should remain the place where each and every player can contribute individual accounts of events while this new format for the newsletter is intended to be something of an "official publication" by the FC (since contributions will come from COs/ExOs, COO and DACT only).

The editorial demand should be greatly reduced in comparison to the previous newsletter format. The logs, as mentioned above, are published anyway and would only have to be sent to the editor as well as the regular mailing list. Usually they even include information on transfers and awards. A list of open positions can be obtained from the COO at any time; info on ACT classes and graduate assignments should be available from DACT and/or COO.

Last but not least, I would volunteer to be the editor of a revived newsletter if the format proposed above can be agreed upon.
