Problem:
No commanding officers (CO's and XO's) should be left in the dark, while
their unit resents or criticizes behind thier back. However, some ship's
captains and XO's are not participating in the game to the fullest extent,
some captains rarely involve themselves in the general posting, are viewed
by the other players as rather unapproachable. Having a peer for the players
to voice constructive comments to without fear of creating a fuss would
not only create a healthy involvement of the players in the ship, but
would also give a heads up on what really needs work to create the most
enjoyable and smoothly running RPG experience possible. No CO's should
unwittingly detract from the gaming experience.
Proposal:
Thus, to combat this type of situation, I propose that there be a regular
committee, composed of a representative from each ship, and possibly one
council member, that will evaluate the CO's, and make sure that they are
involved and contributing to the unit in the best manner possible.
The Committee members would compile the general comments of their crew
in regard to CO's on the following topics:
1. regularity of posting (does the captain post regularly, or are there
long spaces where they do not post at all, do they post when needed, or
do they allow missions to flounder without intervening)
2. Interaction with players in game (does the captain interact with the
characters, do they create opportunities for people struggling with posting
to write, do they make sure the new players feel welcome, etc)
3. Interaction with writers (do you feel free to express ideas, concerns
complaints etc. with them, do they respond swiftly and helpfully, help
answer questions, and generally interact positively with the unit.)
4. Regularity of both RP and NRPG involvement (do the players know what's
going on, are they being guided, is the captain stopping detrimental behavior/making
sure rules are kept, are all problems and or necessary actions taken swiftly
and expediently)
5. Ships morale (is there high interaction, are the missions interesting
and exciting, are the Commanding officers contributing to a smoothly running,
fantastic RPG experience)
6. Any additional comments are accepted (if they are polite)
The general 'mood' of the crew would be compiled by their representative,
and then submitted for evaluation by the whole committee. All CO's would
then get an individual E-mail from thier representative informing them
of the strengths on thier ship, and all, if any, areas that needed a little
bit of work. The CO's of Ships which the committee as a whole decides
are showing signs of 'problem areas' or highly detrimental attributes
would be emailed by the committee to discuss reasons, possible solutions,
and particulars of the case.
Based on these discussions, the Committee would create a list of goals
for changing the ship, to be executed as the CO's see fit, and a reasonable
date for it's accomplishment. At the end of that date, the committee would
review the status of the ship, and decide whether there was sufficient
improvement or changing of the areas discussed.
If the committee decides that the Co's have not improved sufficiently
over the allotted time, and the Committee asserts by a majority vote that
the lack of improvement seriously damages a unit, then the case will be
brought before the JAG for arbitration.
Pros:
Proposal would help the gaming experience by helping the COs find problem
areas on their ships, and improve on them. It would allow for the correction
of problems within the ship in a timely and fairly private fashion. And
above all, it would create a better gaming environment and stronger FRPG,
by improving as many areas as possible. People would feel safer to voice
their concerns and problems with the unit, and not feel like they might
be singled out.
Cons:
It would create more work, and require the involvment of a player from
every ship. it would be a little more beauraucratic red tape in the game.
Captains and XO's might feel uncomfortable or 'stressed' with the situation.
To Sum it up:
A committee made up of a member from each ship that will evaluate the
CO's positive involvement and leadership with the unit, and submit reports
to that captain, and find ways to solve any problems.

Amendment:
It is suggested that an additional NRPG section be added to the FRPG
Newsletter which is sent with each RES. This addition could easily and
clearly state to all members of the FRPG the presence and reasons to call
upon the office of the JAG.

heart, therefore if you feel that you have a problem which you cannot
address with your Commanding Officer (CO) and/or Executive Officer (ExO),
the office of the Judge Advocate General (JAG) is there for you.
Both the JAG and Deputy JAG can be contacted in confidentiality in order
to address your FRPG related concerns.
