Resolution 0116: Increased Independance for the ACT Council

It is proposed that the ACT Council be permited to perform
as an independent entity within the Federation RPG, in matters involving
solely ACT, the ACT Council, ACT instructors and all rules and proceedures
so associated. Only notifying the Federation Council of its choices for
records with no vote. Any matter possibly effecting the game as a whole
should be refined in the ACT Council and submitted to the Federation Council
for approval with a vote.
Pros:
1) This will allow the ACT Council to act swiftly and efficiently for
matters that are solely withing its jurisdiction.
2) This will reduce (however small) the number of resolutions that don't
require the MCs attention.
3) This gives the ACT Council the ability to govern ACT how it sees fit.
To the extent that the ACT Council knows what is best for ACT and the
ACT Council and thus can best decide how to proceed.
Cons:
1) This could lead to the 'left-hand not knowing what the right is doing'
syndrome. But I think that is covered in the necessity of the ACT Council
*informing* the MC of its decision.
2) Some may see this as unchecked authority. Again, this should be covered
by the informing process. But also, it is covered by the ACT Council only
effecting ACT or the ACT Council.
Clarification:
In case there is still some ambiguity with the above statements, this
ammendment is designed to give the ACT Council carte blanche rule over
the ACT Council, ACT and anything *solely* involving ACT. Based on the
opinion that the ACT Council knows what is best for itself *and* ACT.
