Resolution 0103: Merger Guidelines

All requests for merger with the FRPG will be carefully investigated by all Council members before being submitted for a vote to the active Council or ruling body. If passed, the proposal for merger will then be presented to the rest of the fleet for a vote. At that point, all members of the FRPG will be asked to vote on such a merger, and would require a 3/4 (75%) majority of the *entire* fleet (all active players), to be passed. An abstained vote would be considered as NAY in the final tally.
