Resolution 0102: General Guidelines for Promotions

It is proposed that a general guideline for promotions be used throughout the fleet as set out below:

a) After 1 mission or 3 months, whichever is the later, an ensign should be reviewed by their CO for a promotion to Lieutenant Junior Grade, based on quality and quantity of posts in comparison to those officers, of equal rank, in the same role-playing unit, during that time.

i) Should an officer not be determined to be promotable at this point they should be placed on probation pending the results of another mission, or 3 months whichever is the later.
ii) At this point (6 mos.) the Ensign should be reviewed again.
iii) If after the above time period an ensign is not suitable for promotion, they should be passed back through ACT for retraining.

b) After 6 months from the date of attaining Lt. JG or the ending of the mission they are on at that time, the officer should be considered by their CO for a promotion to full Lieutenant, based on quality and quantity of posts in comparison to those officers, of equal rank, in the same role-playing unit, during that time.

i) Should an officer not be determined to be promotable at this point they should be placed on probation pending the results 3 to 6 months.
ii) At this point the Lt JG should be reviewed again.
iii) If after the above time period a Lt JG is not suitable for promotion, either be transferred to another ship, or demoted, determined at the officer in questions request.

c) The promotion from Lieutenant to Lieutenant Commander shall be made at the discretion of the CO. It should, however, follow similar standards as set out above.

i) If after 1 year, the officer is not determined to receive a promotion the CO should consider demoting, or transferring the officer, determined at the officer in questions request.

d) Any promotion beyond that of Lt. Commander should be brought before the COUNCIL for vote by the respective CO in the form of a Resolution.

NOTE: A Commanding Officer, may make acceptations within the promotion guidelines set above, based on a the results of a particular mission, if the promotion is warranted in game play. On the same note, a demotion should also be used if it is warranted within the parameters of a specific mission (IE steal the ship, or any other court maritaialble offense).

*** I'm not sure about the 4th one... I want some guide lines to follow as the COs are not promoting at the same 'rate', and that means a Lt. JG on one ship, may be at the same point in the game as a writer, to that of a LT on another ship.
