Resolution 0073: ExO Council for CO Awards

Description of the problem:
Since the COs of a vessel have no superior who hands out awards to their
characters, the CO characters very rarely get any. This leads to the absurd
situation where crewmembers get a promotion or award every few missions,
while the Captain never does. In real-life militaries the rule of thumb
- the higher the rank, the more awards (and commendations, etc.) - holds
true, while in the FRPG it's - the longer someone is *not* CO, the more
awards, medals, etc.
Proposed Solution:
Every player has the right to propose an award for the CO. Such requests
would be brought to the ExO of the RP unit in question, who then will
submit the proposal with a statement of his own to a group formed of the
FRPG's ExOs, who then would discuss and vote on the proposal. It is recommended
that the ExO of the RP unit in question take a poll of his crew and offer
it to the other ExOs in the initial argument. Furthermore, if the measure
is passed and the
award in question needs Council approval the Council (either MC or
AC) that does *not* contain the CO receiving the award votes on
whether that CO should get the award.
Rationale behind this proposal:
I think the ExOs are certainly capable of making this kind of decision,
and considering how often awards are really handed out, I don't think
this would mean an excessive amount of work.
I also considered proposing that the ExO from the ship of the CO who is
to get the award would present the matter to the Council in session (MC
or AC), but reconsidered, because 1) With the Resolution list being what
it is, this could take too long and 2) it would look somewhat funny if
the COs were continually granting awards to each other. That seems like
the board members of a bank granting each other loans...
