Resolution 0039: Simplification of Subject Line

It is proposed that the subject line be changes to the following form:

USS SHIPNAME: LOCATION: ("Title")
or
USS SHIPNAME: LOCATION 1 * LOCATION 2 ("Title")

So it would either be:

USS PROPHECY: "Today or Tomorrow"
or
USS SUTTNER: STARBASE 36 "Today or Tomorrow"
or
USS CENTURY: VULCAN * Space * USS CENTURY ("Today or Tomorrow")
