It is proposed that Wangel Erek be promoted to Commander. Reasons for this are that the person who submitted the Resolution thinks that the DACT job has been 'exceptionally well done' by Stefan and that with the DACT being only one rank above most of the ACT-I's (and on an equal rank with some) leaves not much room for promotions of Instructor characters.
