Resolution 0033: CO/ExO Swap for USS DISCOVERY

The following is proposed:

- To accept the resignation of Rae Kahuroa as the CO of the USS DISCOVERY.
- To accept the resignation of EW Chen as the COO, and from the ACT Council.
- To approve the placing og Rae Kahuroa to the ExO of the USS DISCOVERY, and the demotion of Callista Alacia to Commander.
- To approve the placing of EW Chen to CO of the USS DISCOVERY.
