Resolution 9942: Retraining Limit

Re-training/Re-entry Limits

It is proposed that re-training attempts be limited to 3. And that this limit also apply to the return of players to the game (after involuntary removal).
Further returns require Council approval. Voluntary Departures (or Leaves of Absence) do not apply to this limit.
Should a player "guest star" during a mission effecting the RPG as a whole, Council approval is required.
